Position Title CHIEF OF POLICE / CENTRAL MICHIGAN UNIVERSITY
Position Summary The Chief of Police for Central Michigan University plans, directs, coordinates, and implements a comprehensive CMU policing program in compliance with all applicable laws, rules, and regulations to include a comprehensive community policing program, a comprehensive crime prevention program, enforcement of all laws and local ordinances, response to emergencies, investigation of complaints, security of the campus, and traffic and parking controls. This position also leads campus emergency management and ensures public safety and the security of people and property for the university community. This position is responsible for coordinating with local and state law enforcement agencies.
Required Qualifications Bachelor’s Degree, or equivalent policing experience as a Lieutenant or Captain for at least four years.
Four years of law enforcement-related administrative experience, with proven leadership.
Ten years of policing experience with progressive and diverse experience in law enforcement, public safety, and security.
Experience in the application of incident command.
Certification from the Michigan Commission of Law Enforcement Standards (MCOLES) or the ability to obtain MCOLES certification within 90 days of employment.
Possession of a valid driver’s license.
Demonstrated ability to effectively supervise law enforcement operations.
Demonstrated knowledge of police enforcement laws and safety regulations.
Demonstrated knowledge of all aspects of law enforcement, traffic and parking management, security and crime prevention techniques.
Demonstrated understanding of pre-service and in-service training of police officers, including training course objectives and requirements for admission to a certified academy.
Demonstrated positive interpersonal skills.
Excellent verbal and written communication skills.
Ability to perform the essential functions of the position, with or without reasonable accommodation.
Preferred Qualifications Bachelor’s degree in criminal justice or a related field.
Demonstrated knowledge of federal and state compliance as it relates to campus policing.
Experience with the implementation of Law Enforcement Accreditation Standards.
Experience working in a union work environment.
Certificate from a recognized school of Command and Staff.
Duties & Responsibilities Leadership of Police and Policing:
Leads, develops, and maintains a motivated and highly effective university police force.
Directs all police activities, utilizing modern approaches and technology for conducting policing.
Develops and implements creative methods to achieve a campus community policing philosophy.
Develops and implements programs for interactive engagement with students, parents, faculty, staff, and surrounding communities to build confidence, trust, and a positive police relationship.

Planning, Procedures, and Processes:
Plans, develops, and implements policing policies and procedures for crime prevention, law enforcement, and safety and security services for Central Michigan University.
Develops and implements short and long-range strategic plans, goals, and objectives for the CMU Police Department.
Develops or revises departmental policies and procedures, maintaining relevant plans to reflect changes in laws and law enforcement.
Implements and maintains plans for compliance with state and federal regulations.
Maintains liaison with state, local, and tribal police agencies.

Recruitment and Management:
Directs the recruitment, selection, training, evaluation, and discipline of law enforcement officers as well as administrative, managerial, and support staff.
Develops programs to recruit a diverse population of police officers with the skills, talents, and personalities to excel at policing on the Central Michigan University campus.

Administration, Budget and Technology:
Plans and directs the administrative, operational, and budget activities of the department.
Maintains fiscal responsibility in the creation and management of a police department budget.
Directs the implementation and administration of a complaint procedure.
Promotes the use of available technology to provide police services and in-service training to department members on the use and capabilities of technology.

Campus and Community Leadership:
Leads the campus emergency management program.
Coordinates and works closely with local and state law enforcement agencies.
Provides advice and guidance to executive management, and the university community regarding law enforcement, safety and security programs, emergency management, and emergency response.
Coordinates planning with city, county, and state public safety authorities.
Apprises the University President, the Vice President of Finance and Administrative Services, and other designated university personnel of matters requiring special action, input, or response.
Directs departmental public relations activities to ensure the provision of accurate and timely information to the university community and external agencies.
Partners with University Communications regarding announcements and messaging.
Actively communicates with members of the department staff, university personnel, and students to discuss topics related to public safety.
Serves as a liaison with the internal and external public pertaining to law enforcement, crime prevention, security, emergency preparedness, parking and traffic regulations, and public safety.
Maintains liaison with the County Prosecutor.
Serves as a member, advisor, or chair of various university and community committees.

Campus Parking, Traffic and Security:
Develops, implements, directs, and effectively communicates parking and traffic regulations; directs enforcement, including the issuance and management of citations.
Issues, prepares, and approves all traffic control orders for the university.
Deputizes law enforcement and campus parking and traffic administration personnel.
Directs security inspections of university facilities and infrastructure, identifies areas requiring corrective or preventive actions.
Performs other duties as assigned.
