Position Summary | As a member of the Office of the Chief Information Officer (OCIO), this position performs various levels of coordination or management of information technology (IT) projects and portfolio throughout the project management lifecycle. As this position progresses through the levels, direct responsibilities and independent work are increased. Responsibilities include independently developing project plans and providing recommendations, leading cross functional teams, and becoming a subject matter expert for project management, IT business practices, and applicable standards as well as assuming responsibilities within the OCIO for the strategic management of vendor contracts and technology acquisition requests. |
Required Qualifications | Technology Project Manager I: Bachelor’s degree, preferably in information technology or project management, or a combination of equivalent education and work experience. One year of increasingly responsible work experience in the administration of projects. Experience in requirements gathering workshops/interviews/facilitation. Ability to plan and organize the phasing of development projects of small to medium size and duration. Ability to execute and drive project plans to successful completion. Strong listening, facilitation, negotiation, and conflict resolution skills. Excellent interpersonal and consultative skills with the capability to maintain strong relationships. Strong organizational and multi-tasking skills. Excellent analytical and problem-solving abilities. Team-management and leadership skills. Experience using computers for a variety of tasks. Competency in Microsoft applications including Word, Excel, and Outlook. Ability to work on tight deadlines with attention to detail even under pressure. Ability to perform the essential functions of the job, with or without reasonable accommodation. Technology Project Manager II: Meets or exceeds all requirements of Technology Project Manager I and; Three years of increasingly responsible work experience in the administration of IT-related projects. Demonstrated experience with request for quote/proposal development, oversight, and planning/management. Demonstrated knowledge of the SDLC and Agile methodologies. Understanding of the Project Management Institute’s project management standards. Ability to plan and organize the phasing of development projects of medium to large size and duration. Ability to execute and drive project plans to successful completion. Ability to draft and lead large, high complexity projects. Technology Project Manager III: Meets or exceeds all requirements of Technology Project Manager II and; Five years of increasingly responsible work experience in the administration of IT-related projects. Demonstrated track record of successful business analysis, design and management of optimized processes, projects and programs in a complex workforce environment. Ability to draft and lead large, high complexity programs. Technology Project Manager Sr.: Meets or exceeds all requirements of Technology Project Manager III and; Ten years of increasingly responsible work experience in the administration of IT-related projects. Demonstrated experience in portfolio planning. Demonstrated experience in handling and oversight of IT Purchasing and Renewals processes. Proven ability to manage an application inventory. Ability to plan, develop budgets for, and organize the phasing of development projects of all size and duration. Demonstrated track record of successful business analysis, design and management of optimized processes, projects and programs in a complex workforce environment. Demonstrated track record of business process improvements. |
Preferred Qualifications | Experience at a higher education institution, preferably in Information Technology or Purchasing. PMP certification or progress toward PMP certification. Understanding of the Knowledge of the BABOK® Guide and Agile Extension to the BABOK® Guide. Training and certification or progress toward certification in Agile approaches and techniques. Understanding of basic fundamentals of iterative development, incremental delivery, value of metrics, backlog tracking, and task definition. Experience in modeling notation and flowcharting. Ability to break-down complex business scenarios or problems into process and data models. High level of client service skills. |
Duties & Responsibilities | Technology Project Manager I: Participates in project design meetings and proposes improvements if necessary. Generates and distributes reports to the project team, stakeholders, and others. Evaluates potential problems and technical hitches and develops solutions with the team. Assists with planning and maintaining team goals, project schedules and new information. Coordinates current projects and coordinates all team members to keep workflow on track to ensure project deadlines are met. Maintains project-related paperwork by ensuring all necessary materials are current, properly filed and stored. Documents and follows up on important actions and decisions from meetings. Prepares necessary presentation materials for meetings. Directs project correspondences by preparing and reviewing project proposals, memos, meeting minutes and emails. Communicates with stakeholders to identify and define project requirements, scope and objectives. Adheres to budget by monitoring expenses and implementing cost-saving measures. Consults with stakeholders to identify, define and document business needs and objectives, current as-is workflows and identifies and documents issues with current solutions, as well as the root causes to those issues. Leads project planning and tracking, including scope management, resource management, cost management, risk management, and stakeholder management, including communications; responsible for timely approvals, decisions, and issue resolution. Generates functional requirements, gains approval of stakeholders to ensure that they meet business value and solves the problem(s) identified. Initiates, monitors, and updates project schedules of appropriate detail to assure effective execution of the project; manages change to preserve scope and schedule commitments. Assists with developing data sets and automated testing procedures for functional testing; assists with user acceptance testing and ensures traceability to requirements. Ensures all stakeholders are informed of project progress and risks. Conducts regular project reporting to key stakeholders to communicate progress and metrics measurements. Develops and implements contract documents; provides oversight and review of technical recommendations and contract documents prepared by software development firms and consultants; ensures strong integration between these external firms and CMUs internal developers as well as project stakeholders where necessary. Promotes excellent teamwork and communication with all team members. Utilizes change management tools and techniques to manage the people side of change to achieve the required business outcome. Identifies lessons learned from projects and applies to future projects to increase success. Applies project planning methodology to all projects, underpinned by fact-based data and change management methods; creates and manages success measurement criteria to continually assess outcomes to improve project execution. Technology Project Manager II: Performs all duties of the Technology Project Manager I plus: Coordinates with department representatives to define project needs; manages multiple concurrent projects that are longer in term and/or greater in complexity, and medium to large in size, scope, budget, and/or impact. Supports the achievement of business objectives and goals and satisfaction of business needs by coordinating, implementing, managing, measuring and monitoring the effectiveness of projects; supports the strategic direction and execution of all projects and initiatives. Partners and collaborates with key business partners in service organizations and within IT to develop and implement cohesive projects. Documents thorough operational, business, and technical requirements. Successfully establishes and executes on strategies and tactical plans. Provides thought leadership on appropriateness of tools and processes to project and program management goals. Technology Project Manager III: Performs all duties of the Technology Project Manager II plus: Coordinates with department representatives to define project needs; manages multiple concurrent projects that are typically longer in term, and/or great in complexity, and larger in size, scope, budget and/or impact. Lead large, high complexity programs consisting of multiple high-complexity projects. Provides direction, monitors, trains, coaches, mentors (possibly assign work to) other project managers. Engages with leadership on continuous project/program management process improvements. Designs, implements and manages complex cross-business-unit programs with business-critical outcomes and impact. Leads and manages business system and process development for multiple, concurrent, complex programs and initiatives. Engages with Purchasing to submit RFPs for contract work and vendor solutions, putting into place agreements with contractors and vendors, including contract review and negotiations and finalization of contracts, statements of work, and end user license agreements. Technology Project Manager Sr: Performs all duties of the Technology Project Manager III plus: Oversees the project portfolio of all projects, programs, and operations to achieve strategic objectives. Manages multiple projects at the same time and, in conjunction with Information Technology leadership, determines which projects take priority. Champions strong IT governance in the project management framework. Oversees the management of project closure initiatives. Develops and maintains strong relationships with internal/external partners, stakeholders, and vendors. Engages with OIT, Purchasing, Legal, and Vendors regarding vendor trajectory understanding, negotiations of IT contracts and renewals, technology acquisition request reviews/needs, application and hardware inventory maintenance, and general procurement responsibilities. Specializes in the request for quote and proposal processes for new and replacement technology acquisitions. Understands core internal and external IT products and consistently drives business value through these products. Addresses business needs with an emphasis on standard solutions where applicable. Collaborates with business partners to define technology strategies that maximize business value and minimize time to implementation. |
